of Chinese involve very considerable difficulties in Hong Kong also which I should be most anxious to avoid if situation did n₺ in my view make some restriction urgently necessary, The strict control over immigrants into Taiwan was not of course the reason for action taken by Hong Kong but I considered that this point might be useful to Consul in answering possible representations by Nationalist Government.

(43) 4. Re paragraph 3 of Tamsui telegram No. 195 I must

point out that it is not of course within power of this Government to give or withhold permission to Hong Kong Airways to operate scheduled flights to Taipeh. I naturally have no objection nor have I in fact raised any to Hong Kong Airways flying any unscheduled flight for which necessary clearance has been obtained from Chinese Government. I have already made you aware of position in this respect.
